Galveston cop files whistleblower suit against city

GALVESTON – A Galveston police officer has filed a lawsuit claiming he was demoted for blowing the whistle on the police chief's illegal activities.

Police Lt. Michael Gray claims he witnessed Galveston Police Chief Charles Wiley engage in criminal activity between September and October of last year.

In a suit filed Dec. 30 in Galveston County District Court against the city of Galveston, Gray states Wiley transferred him from commander of the Office of Professional Standards to the detective division after he reported the alleged illegal activity.

It adds the plaintiff subsequently gathered sworn witness statements in regarding Wiley's misconduct.

"The investigation was conducted in good faith and the information regarding the illegal activity of Charles Wiley was reported to an appropriate law enforcement agency, the Galveston County District Attorney," the suit says.

Gray states that the chief learned about the complaint in October and took adverse action against him.

The plaintiff seeks unspecified monetary damages and the reinstatement of his former post.

He is represented by attorney Gregory B. Cagle of League City.

The case has been assigned to Galveston County 56th District Court Judge Lonnie Cox.
