HOUSTON — A woman alleges she suffered a fractured wrist and other injuries after being arrested while police officers used excessive force during a blood draw at a Harris County processing center.

Kia Renee Kennard filed a complaint Sept. 27 in Harris Country District Court against The City of Houston, The City of Houston Police Department and the Harris County Sheriff's Office alleging excessive force, assault and battery.

According to this complaint, Kennard was arrested by Houston Police Officers on Sept. 28, 2020, and brought to the Harris County Joint Processing Center in Houston. She claims that she refused to provide a breath or blood sample and while a warrant was being obtained for the blood draw, two female officers placed her against a wall, raised her dress and "roughly" removed her nipple piercing.

Kia further claims during her blood draw, she was strapped to a restraint chair and held down by the officers. She also claims after bonding out the next day, she went to the emergency room where she was diagnosed with a fractured wrist, a torn shoulder ligament and a joint sprain. Renee alleges the officers used unreasonable and unnecessary force and violated her constitutional rights. She also alleges she suffered impairment, lost earnings and other damages.

Kennard seeks monetary relief, interest and all other just relief. She is represented by Attorney Nicolette Westbrooks in Houston.
