Premcor Refining Group sues Jefferson County Appraisal District, alleging unlawful appraisals

Several property owners are suing Jefferson County Appraisal District, alleging unlawfully appraising certain properties.

The Premcor Pipeline Co., the Premcor Refining Group Inc., Port Arthur Coker Company, Valero Refining (Premcor), and Valero Energy Corp. filed a lawsuit Sept. 4 in Jefferson County District Court against the Jefferson County Appraisal District, alleging unlawful appraisal of property.

According to the complaint, certain properties owned by the plaintiffs were appraised by the defendant at a value that exceeds market value, in violation of Texas Property Tax Code and the state constitution, which require that the properties be appraised for taxation at market value. The suit says the properties have been appraised unequally, causing the imposition of a tax on the properties that exceeds the lawful amount.

The plaintiffs seek monetary relief between $100,000 and $200,000, plus attorney fees and court costs. They are represented by attorney David M. Hugin of the Hugin Law Firm in Austin.
