Man sues over accident involving Harris Co.-owned vehicle

HOUSTON – A Harris County man claims he was injured in a 2016 automobile accident between a county-owned van and another vehicle.

In a lawsuit filed against the county and Houston resident Norma Alvarez on Jan. 18 in the Harris County165th District Court, Mark Rosebrook explains he was a passenger in the van which Alvarez purportedly struck on Fannin Street on May 15, 2016.

Rosebrook was reportedly a suspect transported by county law enforcement at the time of the subject wreck. He recalls the vehicle having overhead grab bars but not seatbelts.

Court documents state that the van’s driver failed to keep a proper lookout entering the intersection while Alvarez neglected to control her speed.

The plaintiff insists he did nothing to contribute to the subject event, asserting he was handcuffed, unsecured, and unable to utilize the grab bars.

Consequently, he seeks unspecified monetary damages and a jury trial.
