Port Arthur man blames city, alleging he was hit by truck's bin

BEAUMONT— A Port Arthur man is suing the city of Port Arthur, alleging negligence after he says he was hit by a bin being emptied by a waste collection truck.

Pernell Francis filed a lawsuit Jan. 7 in Jefferson County District Court against the city of Port Arthur alleging intent to cause harm.

According to the complaint, on June 25, Francis was walking on the 200 block of 12th Street in Port Arthur when he was struck with a waste bin that was being lifted by a waste collection truck. As a result of being struck by the waste bin, the suit states, the plaintiff suffered severe bodily harm and has lost wages and the ability to make a living, plus medical bills.  

Francis seeks damages for medical treatments, past and future, other damages and legal fees. He is represented by attorney Byron C. Alfred of VB Attorneys in Houston.
