Harris Co. sues man it claims damaged patrol vehicle during 2017 arrest

HOUSTON – Harris County has brought a lawsuit against a Houston man who was taken into its custody last year, alleging he damaged a patrol vehicle.

Court documents filed on Mar. 27 in the Harris County 61st District Court explain that the plaintiff arrested Billy Ray Farrell for interfering with a public servant on July 11, 2017 when the suspect supposedly swung his arms in an attempt to avoid being placed in the back seat of the vehicle in question.

Farrell’s actions left two visible dents in the right rear quarter panel, according to the original petition.

It adds the defendant kicked the right back door after a deputy put him in the back seat.

The damages reportedly cost the county nearly $2,000.

The plaintiff is represented by its legal department.
