GALVESTON – Owners of a Houston property allege a contractor they hired to build a home failed to complete the project.

Richard Boughal and Dana Boughal filed a complaint on June 20 in the Galveston County District Court against Isle Development LLC and David Allan Hoover alleging breach of contract, common law fraud and other counts.

According to the complaint, the plaintiffs allege that on Dec. 4, 2016, they entered into a written contract with defendants for the construction of a single-family dwelling on their property. They allege the defendants have failed to complete the project and failed to pay subcontractors. The suit states they hired another contractor to complete the project.

The plaintiffs hold Isle Development LLC and Hoover responsible because the defendants allegedly failed to complete the construction of a single-family dwelling and failed to return plaintiffs' payments.

The plaintiffs request a trial by jury and seek monetary relief of $100,000 or less and other non-monetary relief. They are represented by Brian M. Middleton of The Middleton Law Firm in Houston.
