Morgan Lewis partner Susan Feigin Harris has been named Texas’s Attorney of the Year for 2018, the top honor bestowed on an individual by Texas Lawyer. The award goes to the lawyer who is determined by her peers to have the biggest impact on the law or the Texas legal community or did the most to advance the cause of justice.
Ms. Harris was recognized for her work in which she secured a nationally significant Medicaid reimbursement win for 12 of the nation’s largest children’s hospitals and went on to achieve two additional, similar high-stakes wins on behalf of other children’s hospitals—all resulting in decisions that ensure that the hospitals receive the funding they need to continue to treat individuals reliant on Medicaid.
Ms. Harris represents hospitals nationwide in reimbursement issues and disputes involving government programs such as Medicare and Medicaid as well as commercial payors, and is particularly knowledgeable about the Affordable Care Act delivery reform initiatives at state and federal levels. Ms. Harris is active working with hospitals involving managed care contract disputes with governmental and non-governmental payors, as well as compliance and oversight issues for nonprofit hospitals.
In addition to her hospital representations involving regulatory work, Ms. Harris works with Morgan Lewis clients to develop and implement legislative and regulatory advocacy strategies at state and federal levels. She worked to craft a strategic and legislative plan to help Congress save money and improve care for children with chronic and complex illnesses, culminating in drafting the ACE Kids Act (Advancing Care for Exceptional Kids) in Congress introduced first in 2017 and again in 2018 as HR 3325 and S 428. She has also worked with the Children’s Hospital Association to develop advocacy and strategic policy goals for pediatric care in the United States.
Ms. Harris is also active in the legal and healthcare communities. Board certified in health law by the Texas Board of Legal Specialization, she is a member of the American Health Lawyers Association (AHLA) and formerly served as vice-chair of the In-House Counsel Practice Group, and was the founding co-chair of the AHLA Children's Hospital Affinity Group. She currently serves on the American Bar Association Health Reform Task Force as well.
