Builder allegedly received more than $50,000 without finishing project

GALVESTON — A Galveston County builder is facing a claim he received over $50,000 in payments without finishing the projects. 

Ramiro Navarro filed a complaint Oct. 10 in Galveston County District Court against Juan Gabriel Lopez, individually and doing business as Texas Coast Builders & Construction alleging breach of contract, unjust enrichment and other claims. 

According to Navarro's complaint, he contracted with the Texas Coast Builders & Construction to build a home and "cantina" building in Texas City. He claims the price of the home was $187,000 and that he provided a down payment of $24,000 to Texas Coast who then laid foundation forms and fill-dirt but has failed to complete the foundation and begin building of the home. 

Navarro further alleges that Texas Coast agreed to build the cantina next to his restaurant for $80,000 and that he paid Texas Coast $35,000 for permits and to commence construction. He further alleges that Texas Coast has failed to comply with the agreement and is in breach of contract. 

Navarro seeks monetary relief of $79,000, interest and all other just relief. He is represented by Carlos Garza of Carlos Garza PLLC in Galveston.
