GALVESTON — A property owner alleges a restoration contractor's work has numerous defects.

Deborah Cole filed a complaint June 21 in Galveston County District Court against Bill Cochran doing business as TC Services LLC alleging breach of contract, negligence, violation of the Deceptive Trade Practices Act and other claims.

According to Cole's complaint, she is the owner of a residential property in League City and hired TC Services for $40,892.58 in renovations and repairs due to damage from Hurricane Nicholas in September of 2021. She alleges that throughout the course of the renovation work, she discussed concerns over the progress and completion of the project as well as having the proper inspections and permits.

Cole further alleges she consulted with a construction specialist who found "numerous and troubling defects" including incorrect shingle fasteners, bows in the rafters and cheap material which has already began to rot and deteriorate. She claims TC breached its duty and failed to exercise reasonable care in performing the work on her property and knowingly made false and misleading statements about the project and work performed. She also claims TC's actions caused her to incur repair, engineering and consulting fees.

Cole seeks monetary relief of no more than $250,000, interest and all other just relief. She is represented by Lovein Ribman PC in Grapevine.
