Houston resident accuses city police of violating civil rights

HOUSTON — A Houston man is suing the city of Houston and city police officers, alleging they used unjustified force and violated his civil rights. 

Damiyan Williams filed a lawsuit April 5 in the Houston Division of the Southern District of Texas against officer A.C. Gallardo, Houston Police Chief Charles McClelland, former Harris County Sheriff Adrian Garcia, Harris County Sheriff Ron Hickman, detention officers John Doe No 1-5, and The city of Houston, alleging abuse excessive force and violation of civil rights..

According to the complaint, in late April 2015, Williams was detained for carrying a weapon despite being in a security guard uniform as well as providing adequate identifications to the police. While in custody, the suit says, Williams developed a groin infection due to a lack of medical care.

The lawsuit states the plaintiff continued to be held in Harris County Jail, even after his case was dismissed.

Williams seeks a trial by jury, punitive damages of $100,000, compensatory damages of $500,000, injunctive relief, all legal fees and any other relief the court deems just. He is represented by attorneys Jon Parchman and K.C. Ghanean of Parchman Law Group PLLC in The Woodlands.
