According to the complaint, Steppig entered into an agreement with Pelican Rest Marina in late 2016 and through Sept. 17, 2018, for wet slips, a palapa and a bordega. Steppig said he paid his first months' rent and a deposit, which were to be held.

The plaintiff said he fulfilled his olbigations but the defendants breached contract through failing to return deposits within 30 days of the termination of the lease.

Steppig seeks damages of $1,226.32, court costs, pre- and post-judgment interest, attorney fees and all other just relief. He is representing himself.
