Flood victim alleges FEMA failed to pay for hurricane damage

HOUSTON — A flood victim is suing FEMA, alleging her hurricane damages were not covered by her flood policy.

Ellen Angel filed a complaint Aug. 26 in the Houston Division of the Southern District of Texas against the Federal Emergency Management Agency and FEMA Administrator William B. Long, alleging breach of contract.

According to the complaint, Angel purchased a standard flood insurance policy from FEMA on Aug. 1, 2017. The plaintiff says she then experienced flooding from Hurricane Harvey on Aug. 26, 2017. 

The suit states Angel notified FEMA of the damages to her property in a prompt fashion, but the defendant has failed to honor the terms of the policy through failing to provide the plaintiff with reimbursement for damages suffered. The suit alleges FEMA estimated the damages for full cost and replacement to be $139.205.95 but has only paid Angel $82,000.

Angel seeks trial by jury, attorney fees, court costs, interest and all just and proper relief. She is represented by attorneys Kevin J. Connolly, Christopher Thornhill and Ryan A. DeHoyos of Dehoyos & Connolly PLLC in Houston.
