Former intelligence officer alleges firing for defying orders to deny rights to ICE detainees

HOUSTON — A former intelligence officer working for the operators of an U.S. Immigration and Customs Enforcement (ICE) facility alleges she was fired because she would not follow orders to deny detainees their rights. 

Raven Jenkins filed a complaint  Dec. 16 in the Houston Division of the Southern District of Texas against The GEO Group Inc., alleging violation of 41 U.S.C. § 4712.

According to the complaint, Jenkins began working as an intelligence officer in August 2018 for GEO, which runs privatized corrections, detention and mental health treatment facilities. She alleges that while working at GEO's Montgomery Processing Center operated for ICE, she was instructed to "severely limit" the detainees' time in the law library.

The plaintiff also alleges she was instructed by superiors to "completely deny" access to the law library to a segregated detainee. On Nov. 5, 2018, Jenkins said she was placed on administrative leave and was terminated Dec. 18, 2018, for allegedly not having proper security clearance, which was not required for her job. 

Jenkins seeks monetary relief, trial by jury, exemplary damages, back pay, interest, attorney fees and all other just relief. She is represented by attorneys Kalandra Wheeler and Robert Wiley of Wiley Wheeler PC in Houston.
