Throughout the COVID-19 pandemic, particularly since Congress enacted the CARES Act in March, higher education institutions have focused on ways to use financial aid and government funds to ensure student access to education. The Department of Education has released guidance around CARES Act administration and other COVID-19 flexibilities. In addition, new regulations and enforcement efforts tied to student funding have taken effect (e.g., Borrower Defense to Repayment and professional licensure disclosure rules, as well as Title IX sex-restricted scholarship investigations).
