Peckar & Abramson, Pc Welcomes Angela Connor, Freddy X. Muñoz, and Brian D. Waller to the Firm’s Partnership; Announces Additional Promotions to Senior Counsel and Senior Associate Ranks

Peckar & Abramson issued the following announcement on Jan. 3.

Peckar & Abramson, P.C. (P&A) is pleased to announce that Angela Connor of the firm’s Houston office, Freddy X. Muñoz of the firm’s Miami office, and Brian D. Waller of the firm’s New York office, have been promoted to Partner.

About the Attorneys

Angela Connor (Houston, TX) has been with the firm since 2017 and is board certified in construction law by the Texas Board of Legal Specialization.  She focuses her practice on construction litigation, dispute resolution and contract negotiation.  Angela represents a wide range of construction industry clients and regularly handles complex construction-related matters involving mechanic’s liens, payment bonds, contract disputes, delay claims and construction defects. Known for her sound and practical legal advice, she routinely finds creative solutions to meet her clients’ business needs and prides herself on utilizing the most efficient and cost-effective means for resolving complex disputes. Angela is an active member of the Associated General Contractors – Houston Chapter and the Houston Contractors Association. She has been named to the Texas Super Lawyers Rising Stars list for the past five years. Angela received her J.D. from South Texas College of Law Houston and her BBA from Texas A&M University.

Freddy X. Muñoz (Miami, FL) is known as a wise business and legal counselor. He handles a wide variety of construction and commercial litigation matters on behalf of his clients and his practice primarily includes the representation of contractors, developers, and other construction professionals in litigation disputes stemming from contract, design, delay, defect, and insurance related matters, as well as creditors and business owners in commercial disputes. Fluent in both Spanish and English, Freddy provides counsel to a range of U.S. and international clients throughout the construction and business communities. Prior to entering the legal field, Freddy led a successful career as a Certified Public Accountant and Senior Risk Consultant for a leading international consulting firm. He has been named to the Best Lawyers Ones to Watch list for the past two years. Freddy earned his J.D. from University of Florida Levin College of Law and his B.S. in Accounting from the University of Central Florida.

Brian D. Waller (New York, NY) is an accomplished trial and appellate attorney with more than 25 years of experience representing corporations, financial institutions and individuals in the areas of complex commercial litigation, dispute resolution, corporate internal investigations, white-collar criminal defense and regulatory enforcement matters. He previously served as an Assistant District Attorney in Bronx County, New York, where he investigated, prosecuted and tried a wide array of complex criminal matters. Brian has been named to the New York Super Lawyers list for the past 13 years. He received his J.D. from Hofstra University School of Law and his B.A. from Binghamton University.

Charles E. Fombrun (Miami, FL) handles a variety of legal matters including construction litigation, contractual disputes and commercial related litigation matters. His practice focuses on the representation of contractors and other construction professionals in disputes arising from commercial, governmental and residential projects. Charles is fluent in French, Creole and Spanish, which allows him to provide counsel to both U.S. and international clients. He has been named to the Best Lawyers Ones to Watch list for the past two years. Charles received his J.D. from the University of Florida Levin College of Law and his B.A. from the University of Miami.

Ian Fullington (Dallas, TX) focuses his practice on construction litigation, commercial dispute resolution, and construction defect litigation. He is actively involved in several construction advocacy groups in Texas, dedicating his time to improving and educating the industry about legislative developments and best practices in construction. Ian is a long-time member of the Young Constructors Council of TEXO, the largest commercial contractor’s association in Texas, representing the North and East Texas chapters of both the Associated General Contractors of America (AGC) and Associated Builders and Contractors (ABC).  In TEXO, he serves as Membership Vice Chair on the Young Constructors Council Steering Committee. Ian is also involved with the AGC-Texas Building Branch. He has been named to the Best Lawyers Ones to Watch list for the past two years.  Ian received his J.D. from the University of Oklahoma College of Law and his B.B.A. from the University of Oklahoma.

Jennifer L. Harris (Washington, DC) focuses her practice on construction law, government contracts, complex commercial litigation, and real estate law. Her experience includes representation of general contractors and subcontractors in all aspects of the dispute resolution process, representation of clients in the investigation and defense of payment and performance bond claims, as well as the representation of clients in land-use litigation and real estate transactions. Jennifer is a member of the Associated Builders and Contractors Metro-Washington’s Women Building Washington Committee and the Washington Building Congress, and is named to the Best Lawyers Ones to Watch list. She earned her J.D. from the University of Baltimore School of Law and her B.A. from the University of Maryland at College Park.

Justin (JD) Holzheauser (Austin, TX) represents contractors, subcontractors, owners, developers, and suppliers on a diverse range of construction matters, including dispute resolution, where he advocates for clients and resolves disputes in a manner that preserves relationships and avoids significant costs for all parties. He is a member of the Associated General Contractors of America (AGC) and member of the Austin AGC’s Legal Affairs Committee, a member of the Austin Construction Leadership Council (CLC) and former Steering Committee Chair, former Chair of the Construction Law Section of the Austin Bar Association, and was recently selected to serve on the Steering Committee for the National CLC between 2022 and 2025. JD has been named to the Texas Super Lawyers Rising Stars list for the past five years and the Best Lawyers Ones to Watch list for the past two years. He earned his J.D. from South Texas Law School and his B.S. in Construction Science from Texas A&M University.

Nicole Markowitz (River Edge, NJ) focuses her practice on construction litigation, dispute resolution and commercial disputes.  She represents a wide range of construction industry clients, handling complex contract disputes, delay claims and construction defects.  Nicole has a depth of experience litigating cases in federal and state court, both in pre-trial practice and as lead trial attorney.  She also successfully represents clients in mediations and arbitrations to obtain optimal, cost-effective results for her clients.  Nicole earned her J.D. from New York Law School and her B.A. from the University of Maryland.

Brett J. Moritz (Miami, FL)  focuses his practice on transactional matters and a variety of litigation issues, representing developers, contractors, and other construction professionals in all manner of commercial disputes. He works with clients before, during and after construction drafting/negotiating contracts, project administration to avoid disputes and ensure project success and, where unavoidable, the litigation of claims. Brett is a member of the Young Professionals Committee of the Associated Builders and Contractors, Florida East Coast Chapter. He received his J.D. from the University of Miami School of Law and his B.A. from the University of Miami.

Anne-Solenne Rolland (Miami, FL) represents contractors and other industry professionals in construction-related matters. She has extensive experience within the complex commercial divisions of South Florida circuit courts, as well as the Southern District of Florida. Anne-Solenne earned her J.D. from the University of Miami School of Law and her B.A. from the University of Texas at Austin.

Brandon L. Rutledge (Houston, TX) represents clients in commercial and construction litigation matters before state and federal courts, and in domestic arbitrations, including a wide range of disputes involving design and construction defects, delay in performance claims, productivity claims, payment disputes, lien removal and foreclosure actions, as well as fraud, tortious interference, and other business tort claims. Brandon has first chair trial experience and has obtained numerous favorable settlements on behalf of construction and energy clients throughout Texas and the U.S. He earned his J.D. from the South Texas College of Law and his B.S. from the Texas A&M University.

Stefanie A. Salomon (Miami, FL) focuses on construction dispute resolution and construction defect litigation. She has extensive litigation and trial experience, having represented clients in both state and federal court. Her litigation expertise includes motion practice, and taking and defending depositions, as well as her successful representation of clients in multimillion-dollar litigation. Stefanie is on the Board of Directors of Rebuilding Together Broward County. She has been named to the Best Lawyers Ones to Watch list for the past two years. Stefanie earned her J.D. from Nova Southeastern University’s Shepard Broad College of Law and her B.S. from Florida Atlantic University.

Puja Sharma (New York, NY) focuses her practice on construction law, representing construction managers, and general contractors in large-scale, complex federal and state litigation in New York and California. She represents clients in disputes involving public projects and on large private construction and infrastructure projects. Puja offers additional capabilities in the area of labor and employment law and has represented parties, including construction clients, in matters before federal and state courts, the Department of Labor, and in union disputes. She is fluent in English, Spanish and Italian with conversational ability in German, French, Portuguese and Catalan. Puja has been named to the Best Lawyers Ones to Watch list for the past two years. She earned her J.D. from Hofstra University School of Law and her B.A. from the University of California, Berkeley.
