Contract worker injured at Philips 66 plant alleges negligence

HOUSTON — A contract worker at a Phillips 66 plant in California who was knocked to the ground by pressurized water from a defective fire hydrant is claiming negligence. 

Shannon Allen filed a complaint April 17 in Harris County District Court against Phillips 66 Company alleging negligence. 

Allen alleges in his complaint that he was working for Ancon as a hydro-blasting supervisor at the Phillips 66 plant in Rodeo, California on Feb. 16, 2023. He alleges that as he was attempting to connect a 2-inch water line to a fire hydrant, a plate broke off the hydrant and that the pressurized water from the hydrant knocked him to the ground.

Allen claims he suffered injuries to his elbow, shoulder and other parts of his body. He alleges Phillips' negligence for failing to properly install the hydrant and plate and for failing to properly maintain the hydrant. Allen also alleges Phillips' was negligent for violating OHSA standards and for not warning of the dangerous condition. He claims Phillips also failed to provide him with adequate medical treatment and implement adequate safety policies to ensure safety systems were functional. 

Allen seeks monetary relief of more than $1 million, interest and trial by jury. He is represented by Kurt Arnold, Caj Boatright and Roland Christensen of Arnold & Itkin LLP.
