In a dramatic legal battle unfolding in Harris County, Texas, a local resident has filed a lawsuit against his neighbor following a vicious dog attack that left him with severe injuries. On January 2, 2025, William McNair initiated legal proceedings against Pamela S. Ensminger in the District Court of Harris County, Texas, seeking over $1 million in damages.

The incident at the heart of this case occurred on April 13, 2024. According to McNair's complaint, he was visiting Ensminger's residence to discuss potential handyman work when he was unexpectedly attacked by her dog. The attack resulted in life-threatening injuries and has prompted McNair to allege that Ensminger is liable for negligence and gross negligence. "Plaintiff sustained serious and disabling injuries," states the complaint, which accuses Ensminger of failing to control her dangerous animal despite being aware of its aggressive tendencies.

McNair's lawsuit argues that Ensminger violated several statutes designed to protect the public from dangerous animals. Specifically, it claims she failed to comply with Section 822.041 of the Texas Health & Safety Code and related Harris County Animal Regulations by not properly restraining or registering her dog as required by law. These alleged failures form the basis for McNair's claim of negligence per se against Ensminger.

The plaintiff is seeking substantial compensation for various damages resulting from the attack. This includes past and future medical expenses, physical pain and suffering, mental anguish, and permanent disfigurement. Furthermore, McNair is pursuing exemplary damages due to what he describes as Ensminger's "conscious disregard" for his safety and welfare during the incident.
