Homeowner alleges contractor failed to obtain permits, abandoned disaster remediation job

HOUSTON — A Harris County homeowner alleges the contractor he hired and paid for disaster remediation failed to secure the proper permits and abandoned the job. 

Alfred Spinelli filed a complaint May 30 in Harris County District Court against Cornerstone Cowboys Construction Inc., alleging deceptive trade practices, breach of contract and other claims. 

According to his complaint, Spinelli contracted with Cornerstone for disaster remediation after winter storm Uri in July of 2021. He claims Cornerstone required a "substantial" down payment and continued to ask for payments. Spinelli further claims Cornerstone did not obtain the required city permits or inspections and abandoned the job. He alleges Cornerstone falsely represented that they were licensed and insured, had experience in disaster remediation and that the work would be performed in a workmanlike manner. 

He also alleges Cornerstone's deceptive trade practices for taking advantage of his lack of knowledge, ability and experience for representing the work or services they provided would be adequate and with lawful permits. Spinelli claims Cornerstone also failed to supervise or correct the rejected materials and labor which caused him financial damages. 

Spinelli seeks monetary relief of $250,000 or less, interest and all other just relief. He is represented by Bogdan Grosu of The Grosu Law Firm PLLC in Houston.
