Precision Drilling Company challenges Harris Central Appraisal District over Excessive Property Valuation

Precision Drilling Company, LP has launched a legal battle against the Harris Central Appraisal District, challenging the valuation of its property in Harris County, Texas. The complaint was filed on November 27, 2024, in the District Court of Harris County by Precision Drilling Company, LP against the Harris Central Appraisal District. The plaintiff is seeking judicial intervention to rectify what it claims are excessive and unequal property valuations that contravene Texas Tax Code provisions.

The dispute centers around a property located at 14041 Vickery Drive, identified by Property ID 2169313. Precision Drilling contends that the appraisal conducted by the Harris Central Appraisal District (HCAD) for the year 2024 set an inflated value of $75,705,715 on their industrial property. This prompted Precision Drilling to file a notice of protest with the Harris County Appraisal Review Board (ARB), arguing that the valuation was both excessive and unequal compared to similar properties in accordance with Sections 41.41(a)(1) and 41.41(a)(2) of the Texas Tax Code.

Following this protest, the ARB adjusted the appraised value to $67,946,318 but Precision Drilling remains unsatisfied with this assessment. They assert that even this revised figure exceeds what is legally permissible under Section 42.25 of the Texas Tax Code and does not reflect an equitable comparison with similar properties as required by Section 42.26.

Precision Drilling is now appealing for a trial de novo before the court to reassess these valuations and ensure compliance with statutory requirements. They argue that all administrative remedies have been exhausted and conditions precedent satisfied for this appeal process.

In their petition, Precision Drilling requests several forms of relief from the court: an adjustment of their property's appraised value to align with legal standards; recognition that their property has been unequally appraised compared to others; reimbursement for court costs and reasonable attorney fees incurred during this appeal; and any other necessary orders to uphold their rights under relevant sections of the Texas Tax Code.
