Jasmine Heights Homeowners Association has taken legal action against two residents for allegedly failing to meet their financial obligations related to property maintenance fees. The complaint was filed on March 7, 2025, in the District Court of Harris County, Texas, naming Jovannie Murray and Conroy Jason Murray as defendants.

The case centers around allegations that the defendants have breached a contract by not paying mandatory assessments required by the Jasmine Heights Homeowners Association. These assessments are part of restrictive covenants tied to property ownership within the community. According to the association, these covenants were established by the original developers and are recorded in the County Real Property Records. The plaintiff claims that these restrictions form a binding contract between them and the defendants, who own property at LOT 21, BLOCK 3, of Jasmine Heights Section 24 in Harris County.

The homeowners association asserts that despite being obligated under these covenants to pay annual and special assessments, Jovannie Murray and Conroy Jason Murray have failed to do so. This failure has led to delinquent amounts which the association is now seeking to recover through this lawsuit. "Defendant's obligation to pay...is secured by a vendor’s lien," states the complaint, indicating that this lien allows for foreclosure if payments are not made.

In terms of relief sought from the court, Jasmine Heights Homeowners Association is requesting several forms of compensation and enforcement actions. They seek monetary damages for unpaid assessments along with interest and attorney fees. Additionally, they request an order for foreclosure on the vendor’s lien securing these debts. The association also seeks a court order allowing them or another designated party to conduct a sale of the property if necessary and use proceeds from such a sale towards satisfying any judgment rendered against the defendants.

The legal representation for Jasmine Heights Homeowners Association is provided by Chris Are from Porter Law Firm based in Houston, Texas. The case has been assigned Case ID 2025-15690 and will be presided over in Harris County's 152nd District Court.
