In a dramatic legal filing, a resident of Harris County has accused another local driver and two vehicle owners of negligence following a severe car accident. On March 28, 2025, Anthony Ramirez filed a complaint in the District Court of Harris County against Carlos Zepeda Ramos, Brenda Ramos, and Juan M. Leon Chacaj. The lawsuit stems from an incident on June 5, 2023, when Ramirez claims he was seriously injured due to the defendants' alleged negligence.
According to the petition filed by Anthony Ramirez, the incident occurred while he was driving northbound on Shepherd Drive in Houston. Defendant Carlos Zepeda Ramos was driving directly behind him and allegedly failed to control his speed, resulting in a violent collision with Ramirez's vehicle. This crash left Ramirez with significant injuries and led to Carlos Zepeda Ramos being cited and convicted for the accident. "Defendant Carlos Zepeda Ramos was cited for the accident and received a conviction for same," states the complaint.
The case further implicates Juan M. Leon Chacaj and Brenda Ramos as they are identified as the owners of the vehicle driven by Carlos Zepeda Ramos—a 2008 Chevrolet Cobalt. The plaintiff accuses them of negligent entrustment, arguing that they should have known that Carlos was an unlicensed, incompetent, and reckless driver at the time they allowed him to use their vehicle. "The owner’s entrustment proximately caused Plaintiff's injury," asserts Ramirez in his petition.
Ramirez is seeking substantial relief from the court for his damages. He requests compensation for past and future physical pain, mental anguish, medical expenses incurred due to the incident, physical impairment, disfigurement, lost earning capacity, and more. Specifically, he seeks actual monetary damages within jurisdictional limits ranging from $200,000 to $1 million. Additionally, he asks for pre- and post-judgment interest as allowed by law and coverage of court costs including deposition fees and expert witness fees.
The case is presided over by Judge Marilyn Burgess in Harris County's 165th Judicial District Court under Case ID 2025-21228. Representing Anthony Ramirez is attorney James Myles Franek from The Franek Law Firm PLLC.
